OpenAI Turns ChatGPT Into a Software Platform

At its Dev Day event on Tuesday, OpenAI laid out a strategy designed to challenge the dominant mobile and desktop app store model. Instead of relying on conventional operating system marketplaces, the company is positioning ChatGPT as a central interface where users and autonomous agents discover, launch, and interact with third-party software.

Central to this push is an effort to convert ChatGPT’s massive user base—which OpenAI reports has reached 1.2 billion weekly active users—into a direct distribution platform. Software recommendations will now appear inside conversational threads whenever ChatGPT identifies a tool that matches the user's current objective, allowing users to connect and launch applications without leaving the chat interface.

Inside the Update: Interactive Panels, Cloud Agents, and Enterprise Hubs

The expansion relies on several key architecture updates across ChatGPT's interface, developer pipeline, and agent ecosystem:

  • Interactive Panels and Collaborative Sites: An upgrade to ChatGPT's plugin architecture introduces extensions that open interactive side panels during conversations. In demonstrations, OpenAI showcased an internal meeting application pulling calendar schedules and generating post-meeting action items, alongside design workflows from Adobe and Figma running inside the chat. ChatGPT can also generate lightweight collaborative websites where colleagues can log in with distinct credentials and permissions to access these embedded tools.
  • Autonomous "Dots": OpenAI introduced autonomous agents branded as Dots, which execute complex workflows using their own dedicated cloud computers and web browsers. Capable of interfacing with an ecosystem of more than 4,000 apps, Dots perform background "proactive research" in read-only mode to flag project issues or handle forgotten tasks, executing actions only with user consent.
  • "Sign in with ChatGPT": A new cross-platform identity system enables users to log into external services while carrying their ChatGPT AI usage allowances with them. The feature launches with 16 partners, including Cognition’s Devin, Notion, Vercel, T3, OpenClaw, and Dactyl.
  • Overhauled Developer Reviews: OpenAI revamped its plugin review system—its equivalent to mobile app reviews—allowing developers to track submission statuses, request human reviews, see specific rejection issues, and adjust tool settings without submitting an entirely new application.
  • Enterprise App Marketplace: The company rolled out a business marketplace featuring more than 30 launch partners, including Salesforce, ServiceNow, HubSpot, Adobe, Figma, CrowdStrike, Palo Alto Networks, Sierra, Decagon, Harvey, Legora, and Baseten. Eligible enterprise clients can apply portions of their existing OpenAI contract spending commitments toward approved partner tools.

Bypassing Mobile Stores Without an Economic Layer

By embedding full software capabilities directly inside conversational threads and delegating tasks to autonomous agents, OpenAI is creating an alternative distribution pipeline that operates outside the walled gardens run by Apple and Google. Under this setup, software developers can sell subscriptions on their own websites, which users then integrate into ChatGPT or Codex for manual or agentic use.

However, OpenAI stopped short of introducing a full financial infrastructure to directly rival existing app store business models. The company announced no native billing system or revenue-sharing mechanism during the keynote, and third-party tools still require their own independent subscriptions and accounts.
