European Cities Roll Out NVIDIA-Powered AI Agents and Digital Twins for Urban Operations
Municipalities and infrastructure partners across Europe are deploying NVIDIA AI agents, Nemotron, Cosmos models, and Omniverse digital twins to optimize traffic, municipal management, and public services.

Across Europe and the wider EMEA region, local authorities, system integrators, and software providers are adopting NVIDIA accelerated computing to build autonomous agents and sovereign digital twins. These physical AI systems are designed to help municipal teams interpret operational data, predict maintenance requirements, and streamline public services.
The initiatives leverage NVIDIA’s open model ecosystem, including Cosmos open models and the Metropolis Blueprint for video search and summarization (VSS) to interpret live video feeds for traffic bottlenecks, structural conditions, and safety risks. Developers are also using NVIDIA Nemotron reasoning models to handle natural language interactions and NVIDIA Omniverse libraries to build interactive digital twins.
Deployments Across the UK, France, and Italy
Several urban hubs across the United Kingdom are testing localized AI infrastructure. In the Liverpool City Region, partner K2K is exploring the construction of local AI factories using NVIDIA accelerated computing, Cosmos, and the VSS blueprint to support mobility and public safety applications. K2K is also working with the Island of Jersey on urban planning and clean energy initiatives, while Innovation City Belfast is examining a pilot focused on transport systems, event management, and citizen safety.
In France, the Department of Côte-d’Or has partnered with Akila and ThinkDeep to run a sovereign digital twin covering more than 500 public buildings. Powered by Nemotron and Omniverse—with plans to integrate Cosmos for video analytics—the system integrates sensor, historical, and infrastructure data. Officials report that document search times have fallen from weeks to minutes, while operating costs have decreased by 10%, with a long-term reduction target of 30% at scale. Elsewhere in France, Port Sud de France in Sète is utilizing ThinkDeep’s platform alongside Cosmos and Nemotron to manage cargo tracking, port operations, and hazardous materials handling.
In Italy's Milan region, an on-premises AI factory deployed by Galene.AI, Dell Technologies, and TD Synnex has launched in Cinisello Balsamo, with plans to expand to four neighboring municipalities. The deployment provides administrative chatbots, real-time translation, and assistance with procurement, allowing residents and staff to retrieve municipal records in seconds rather than hours while preserving local data governance.
Industrial Ports, Accessibility Twins, and Building Systems
At Belgium’s Port of Antwerp-Bruges, Milestone and Dell Technologies are using Cosmos and the VSS blueprint to train computer vision models with synthetic data, preparing automated alert systems for rare events such as maritime oil spills.
In Sweden, developer Younite is building an Omniverse-powered digital twin for the city of Gothenburg under the European Union’s Citiverse initiative. The application allows visitors and organizers to preview crowd conditions, seating, and event entrance layouts before arrival to improve urban accessibility. NVIDIA indicated that similar agentic frameworks are also being extended to cities like Wroclaw in Poland.
Beyond Europe, Honeywell Technologies has integrated its Forge Cognition platform with Nemotron, Cosmos, Omniverse, and the VSS blueprint at the Dubai Fairmont Hotel to coordinate building systems, optimize energy usage, and monitor operational reliability.
On-Premises AI Factories for Sovereign Data
To move agentic systems from experimental pilots into daily urban workflows, European operators are turning to localized hardware stacks. System builders including Cisco, Dell Technologies, HPE, Lenovo, and Supermicro are packaging NVIDIA computing, networking, and storage into dedicated local AI factories, allowing municipalities to run models on-premises without exporting sensitive data outside their jurisdictions.
Cloud and infrastructure providers such as Nebius and Net Zero Compute are supporting deployments aimed at lowering the operational costs of running agentic software, while integration partners EY and Accenture are developing repeatable framework blueprints to help regional authorities expand AI agents across disparate municipal departments.
